    HDP is part of the national health financing and sexual reproductive health and rights technical committees. HDP NGO has three operational sub-units: Project management, consultancy and capacity building.

    Project management

    HDP projects fall in line with the country’s priorities. Project implementation is done in health system strengthening through Performance Based Financing (PBF); Sexual Reproduction Health and Rights (SRHR) for the youth (Comprehensive sexual education, Support of health clubs in schools, community youth health clubs, youth corners in health centers); youth economic empowerment. The mission focuses on supporting the development of the country by improving the health sector at  the service provision and policy level.

    HDP informs the youth so that they can make healthier choices in their sexuality. HDP achieves this by working with local stakeholders like the district health team, high schools(through health clubs, a group of students who are trained to train their colleagues), health centres (in youth corners, a place at health centers where the youth can get to ask questions about their sexuality, get advice from health workers and get tested where necessary) and district youth council (yego centers).

    HDP has achieved a lot in 7 districts: Gasabo, Kirehe, Gicumbi, Nyaruguru, Rusizi, Ruhango and Nyamagabe. In Rusizi and Kirehe in particular where we have built two youth centers and we have refurbished two health centers in Gicumbi and Nyaruguru. We have also created a small magazine, Sugira, that teaches sexual reproductive health. We have also worked in collaboration with Urunana to give out useful messages on sexual and reproductive health to the youth. We have worked with the ministry of health and the ministry of education.

    Consultancy

    One of the key components of HDP is consultancy. The organization is called for expertise in health systems strengthening especially in health financing approach called Performance Based Financing (PBF) or Result Based Financing (RBF). HDP supports the ministry of health in different countries (up to 15 countries)  in designing, training, implementation capacity building. HDP also organizes study tours for PBF implementers from around Africa to Rwanda. HDP also supports verification of PBF health data. It is the first organization that has conducted successfully independent verification in different countries. HDP coordinated PBF multi-country project involving seven countries. Through consultancy, HDP was involved community PBF and community health insurance (mutuelle de santé) in Rwanda and abroad.

    Capacity Building

    Capacity building is done by offering formal training and coaching on Performance-Based Financing (PBF). HDP gets involved in the inception, project design, training and support in the implementation of PBF. Training is tailored to the trainees. They can be offered as 3 days workshops, 1-week training for the implementers and 2 weeks training for decision makers. Capacity building can be done alone or in partnership with governments or different organizations.
